Britney Spears has made a great progress in the last several months. She was also successful on winning back her visitation with her sons and appeared twice on the CBS sitcom “How I Met Your Mother”.

However, the commissioner ruled that Britney’s health continues to be “somewhat tenuous” and that she is still incapable of making decisions for herself after the medical and psychological condition of the 26-year-old singer were carefully reviewed.

Neither Britney nor her father were present at Thursday’s hearing. The singer’s court-appointed attorney Sam Ingham told the court today he believed it was better that Britney not participate in the legal affairs of her person and estate, adding it “in fact could be harmful to her to participate.”

After reviewing her medical status, the commissioner agreed, saying, “Her medical condition remains the same. Though there have been changes in her medication, I think in terms of her diagnosis, it’s not complete.”

The commissioner will review Brit’s condition again on June 17. In the meantime, a trial is set for July 31 to determine whether to dissolve or extend the conservatorship.

The Queen has voiced concern that Prince William should not announce an engagement to his long-term girlfriend Kate Middleton until she has secured herself a full-time job.

The 82-year-old royal, who was concerned that a marriage proposal would be premature, has privately made it known she believes that Kate Middleton should be settled in a career before the couple announce an engagement.

Sources close to the Queen last night said she was acutely aware that Prince William’s public image could suffer if his girlfriend were not recognized as a working professional in her own right.

A senior aide revealed, “The Queen has had conversations with a few trusted friends about how to tackle what is being called the Kate problem. On the few occasions the Queen has met Kate, she has thought she is a nice enough girl. But the Queen has admitted she has no idea what Kate actually does.”

The source continued, “Privately she is very concerned about what the repercussions could be if Kate is not in a stable job as and when [Prince] William is ready to propose. The Queen is very close to her grandson and they, of course, discuss Kate. The Queen is very aware that it’s a serious and long-term relationship. Although they are not yet engaged, it seems more likely than not that Kate will be a Royal bride one day, and the Queen is of the opinion that Kate should be working. She believes in a modern Monarchy and feels very strongly that the Royals should be leading by example.”

Even though the Countess’ job as a public relations executive eventually caused problems with her new role as a Royal, her willingness to work is viewed favorably by the Queen.

According to a report, Kate Middleton is currently working for her parents’ mail-order company, Party Pieces, which supplies children’s party gifts. She previously quit her job as an accessories buyer for High Street chain Jigsaw at the end of last year and announced that she wanted to pursue a career as a photographer.

While Clarence House refuses to comment on speculation that William and Kate are about to get engaged, it is widely accepted within Royal circles that the 25-year-old Prince will make his girlfriend of nearly five years his bride.

A friend revealed, “[Prince] William won’t be railroaded into a wedding – he still thinks he’s too young to get married. But he has made a commitment to Kate and we are quite sure she is the one, when the time is right.”

Clarence House has released a statement indicating; “We don’t discuss any speculation about the Prince’s private life.” And Buckingham Palace has added: “It’s not something we would ever comment on.”

Nina Nina Ricci designer Olivier Theyskens flat-out lied to Sarah Jessica Parker.

The Sex & The City star wore his dress (above) to the New York premiere of the film this week and she and her stylist asked if anyone had ever wore the dress before and been photographed in it.

Theyskens assured Parker no on both accounts.

Throngs of paparazzi photographed Lindsay Lohan wearing that outfit a few months ago at a commercial shoot. And, making this even worse, socialite Lauren (Davis) Santo Domingo accompanied Olivier to the Met's Costume Institute Gala in May and was also photographed wearing that dress.

Parker spoke to The New York Times about the dress fiasco.

She says:

“In the big picture, this is not important, but there is a relationship between the entertainment industry and fashion. We’ve watched sales dwindle and we’ve watched people be less inclined to spend money on clothes.”

To Parker, these are reasons for companies to take particular care with their relationships. “Look, my affection for the dress hasn’t changed,” she said, “but what they did was so short-sighted. It’s just unethical and disappointing that they would allow the dress to be worn again.”

Parker says she remarked to Theyskens during the fitting that she was surprised the dress hadn’t been worn before. He assured her it hadn’t.

“He didn’t say, ‘Well, actually I just escorted Lauren down the red carpet at the Met.’ ” said Parker, adding, “I just wish it had been handled differently and they had been straight about it.”

The poll, which was conducted by Debenhams’ department store, has included 2000 participants that answered the question who had the best ever bikini body.

Kelly Brook, who was 28-year-old beauty leads the poll. She was followed by Halle Berry, who infamously appeared topless in the film “Swordfish” and showed off her bikini body in the James Bond film “Die Another Day” came second.

Ursula Andress, who is now 72 and starred in the film “Dr. No” in 1962, came in third. Underwear queen Elle MacPherson was fourth, while Raquel Welch came fifth - just ahead of Marilyn Monroe.

Marilyn Monroe, who was one of the most popular movie stars of the 1950’s and early 1960’s, has previously reported to have 15-minute film engaged in explicit act with an unidentified man.

Now the “Gentlemen Prefer Blondes” beauty has encountered another explicit tape controversy. You could see the snap image here. An informant would eventually give the film to the FBI in the 1960s and he gave the original to the FBI after making a copy. His son sold the copy to Keya Morgan of New York.

Morgan, who saw the footage, revealed, “The silent black-and-white flick shows the blonde beauty on her knees in front of a man whose face is just out of the shot. He never moves into the shot, indicating that he knew the camera was there, but she was never looked at the lens.”

Morgan has discovered the film while doing research for a documentary on Marilyn Monroe after talking with a former FBI agent who told him about a confidential informant who tipped G-men to the existence of the film in the mid-’60s.

If the explicit tape is going to be sold online, Morgan answered, “He said he’s just going to lock it up. He said, ‘I’m not going to make a Paris Hilton out of her. I’m not going to sell it, out of respect.’”

"We wanted to wait until after the first trimester and get a clean bill of health from our doctors before confirming anything, just like any other couple.

Being a boy I have no idea how to respond to such things and my first instinct was to protect her and the baby.

It's insane that you can't let happy news brew in Hollywood. This wasn't about press or anything. It was about the health of the baby and trying to find a way to be happy with what should be the most happy time of our lives in the middle of a press blitz. I apologize to anyone who felt misinformed but the truth is, the person and growing baby is who I felt most loyal to protect and defend."
